South Glengarry Council Advances Zoning Decisions, Financial Stewardship, and Service Delivery at February 9 Meeting

The Township of South Glengarry’s February 9, 2026 council meeting addressed zoning amendments, financial reporting, service delivery decisions, and governance matters. The agenda reflected a municipality balancing regulatory compliance, fiscal responsibility, and practical operational adjustments.


Zoning Amendments Move Forward Following Public Meetings

Council held two public meetings regarding zoning bylaw amendments.

The first involved rezoning floodplain land to rural following successful cut-and-fill work approved by the conservation authority. With environmental compliance confirmed and no public opposition, Council supported the amendment.

The second amendment addressed the subdivision of a property containing three existing dwellings. Zoning exceptions were approved to recognize long-standing non-compliance with current standards, enabling clear title and practical property use. Staff confirmed the proposal conformed to official plans, and no objections were raised.

Later in the meeting, Council also approved a separate zoning amendment changing a property from highway commercial to light industrial. While some public concerns were noted regarding traffic and environmental impacts, Council determined the proposal aligned with planning policies and could be addressed through site plan controls.


2024 Financial Audit Reports Strong Surplus and Reserves

MNP LLP presented the 2024 audited financial statements, reporting a clean audit opinion and an operating surplus of approximately $1.2 million. Increased reserves and controlled expenditures were highlighted as indicators of strong financial health.

The auditor recommended improving tax receivables collection efforts and strengthening waste management reserves to prepare for future landfill closure costs. Council acknowledged staff’s work in stabilizing and modernizing municipal finances.


Integrity Commissioner Report Reinforces Governance Standards

Council received an integrity commissioner report regarding an alleged conflict of interest involving Deputy Mayor Lang. The investigation concluded there was no contravention of the code of conduct, as the pecuniary interest was deemed remote and insignificant under the Municipal Conflict of Interest Act. The report served as a reminder of ongoing obligations under municipal ethics legislation.


Infrastructure and Service Delivery Decisions

Council declined to award a Request for Proposal for electric vehicle charging infrastructure due to compliance concerns and financial feasibility uncertainties.

Annual water and wastewater reports were received for information, while wastewater allocation challenges remain an ongoing consideration for growth planning.

Council also approved contracting out a third roadside mowing unit to enhance service levels and reduce equipment liability risks. A refurbishment contract for a trackless machine was approved, along with amendments to a temporary land use agreement related to a natural gas project.


Building Permit Review and Administrative Updates

Building permit operations were reviewed, revealing approximately 71.5% cost recovery, with deficits primarily tied to departmental operating expenses. Council supported a new policy forfeiting deposits on long-open permits to encourage file closure and improve revenue management.

Council also discussed mileage and per diem rates, supporting the removal of the under-two-hour per diem rate due to limited use and administrative inefficiency.


Committee and Community Updates

Committee updates highlighted constructive dialogue between agricultural stakeholders and county officials regarding tree planting operations, with activities paused pending further consultation.

The meeting concluded with a closed session related to land acquisition and negotiation instructions, followed by adoption of confirming bylaws and adjournment.
